Critical positions

At your next strategy meeting,
can you answer
these questions?

Who responded, and where do they stand?

Every submission resolved into a comparable position. The landscape becomes visible before you start opening hundreds of individual submissions.

Are we ready to address every argument on the record?

We identify the main arguments, aligned or conflicting with yours, and early signals worth keeping an eye on.

How are others framing our industry — and our company?

The language around the sector matters: the problems others associate with it, the responsibilities they assign to it and the companies they name.

Has the opposition said anything that helps our case?

Opposition submissions can contain concessions, contradictions or premises that support part of your case. Those details are easy to miss in a summary.

Can we build support beyond our usual allies?

Shared asks can reveal support outside the usual industry circle — including actors you may never have treated as part of the coalition.

Whatever your CEO asks about the consultation, “I’ll get back to you” is not an answer.

Most teams don't even have time to look at this, let alone use it for their strategy.

A position is a set of choices, not a label.

An organisation can support the proposal, resist one article and ask for an exemption that changes the outcome — in the same submission. Tessera keeps those distinctions intact, and that's how we preserve the nuances of the landscape.

ONE SUBMISSION CAN :

Support the proposal overall

01

Oppose mandatory reporting in particular

02

Request an SME exemption

03

Not one label. Three choices that lead to three different outcomes.

Much of the real game happens in meetings and corridors, and you're already there. But this layer here is publicly opposable, and incredibly rich in knowledge. Yet we have never seen anyone using it to its full potential.

FAQ.

Why did you build this?+

We are not a public affairs advisory firm. We are specialists in open-source intelligence and knowledge systems. Again and again, we saw this public record reveal more strategic value than it was given credit for.

We built Tessera because there was a gap to fill — and because decisions that shape an industry should be informed by evidence that can be inspected, challenged and held accountable.

Why is this useful?+

Regulatory initiatives are more complex than ever, and their consequences shape industries for years. You cannot approach them with a partial view of the field. We find the patterns, signals and risks others have not even started looking for.

How do you build trust with clients?+

Our raw material is public by nature. Every finding and argument is sourced in documents your team can consult freely. The difficulty is the volume and depth of the record — not an opaque method — so every conclusion remains traceable.

Does this replace our stakeholder intelligence?+

No — and it is not meant to. Your relationships explain the private dynamics. We add the public, attributable record your team can use as a common factual base and bring into those conversations.

Do you only work with the Have Your Say platform?+

This approach starts with the Have Your Say platform. Petram does much more: we combine open-source intelligence and AI across a range of complex questions. Feel free to get in touch to learn more about our work.
